On September 18, 2025, at Pullman Hotel Hai Phong, the 10th Congress of the Vietnam Seaports Association (VPA 2025) officially opened for the 2025–2030 term. The event was hosted by Hai Phong Port and welcomed over 500 delegates, including leaders from ministries, 76 member organizations, and enterprises operating in the seaport sector.
The 10th Vietnam Seaports Association Congress – VPA 2025

During the Congress, the Vietnam Seaports Association elected the Executive Committee and Standing Committee for the 2025–2030 term. Mr. Huynh Van Cuong, Chairman of Saigon Port JSC, was elected Chairman of VPA (10th term), while Mr. Nguyen Xuan Ky was elected Secretary General.
For the 2025–2030 period, the Association will focus on expanding its membership network, gathering feedback to propose mechanisms and policies for seaport infrastructure development. At the same time, Vietnam Ports Association will enhance its role as a bridge, encouraging member ports to contribute to management improvements, stabilizing the seaport service market, and strengthening cooperation with the ASEAN Ports Association (APA). In addition, VPA continues to promote social responsibility programs, such as community support and poverty reduction.

A Look Back at 2020–2025
The Vietnamese seaport industry has made significant progress over the past term. New deep-water port clusters have been developed, attracting leading global container shipping lines to open direct routes connecting Vietnam to global supply chains. Cargo throughput via seaports increased by 19%, with container cargo alone rising by 31%.
In 2024, the total volume of goods through VPA member ports reached approximately 447 million tons. It is forecasted that in 2025, this figure could rise to 530 million tons, including around 24 million TEUs of containers. However, challenges remain, such as service fees that are relatively low compared to the regional average, inconsistent channel depths, and internal competition on pricing.
In recognition of outstanding contributions during the 2020–2025 term, the Ministry of Home Affairs awarded a Certificate of Merit to the Vietnam Seaports Association. The Congress also welcomed new members and contributed VND 200 million to support social welfare programs in Dong Hai Ward and Cat Hai District.
